The University of Hawaii's Center for Labor Education & Research at West O'ahu has prepared it's Spring course list of Labor Education Classes. To enroll you must submit an enrollment form for each class. You can get the forms by calling or by e-mail to CLEAR at:

UNION REPRESENTATION: LEGAL DUTIES & RESPONSIBILITIES: 3 sessions. A review of issues related to the duty of fair representation, the "Bill of Rights" for union members and other requirements of State and federal labor laws. Instructor: W. Puette, Ph.D.

DISCIPLINARY GRIEVANCES & JUST CAUSE: 3 sessions. Review the essential elements arbitrators require of an employer to prove its case against an employee and what procedural rights employees have when faced with such charges. Topics include: Weingarten Rights, Due Process, At-Will Employment, constructive discharge, and "the 7 Tests of Just Cause". Instructor: W. Puette, Ph.D.

HOW TO NEGOTIATE A UNION CONTRACT: 8 sessions. For new or seasoned negotiators. Learn skills, strategies and problem solving skills for negotiating with management. This class will provide specific instruction and hands on practice through bargaining simulations. Instructor: A. Valdez.

   Feb. 22, and 24, Mar. 1, 3, 8, 10, 15 and 17.
   Course Fee: $80.00


PREPARATION FOR BARGAINING: 6 sessions. This class provides union members with the knowledge they need to successfully negotiate collective bargaining agreements. It allows students to determine whether or not their wages have been eroded by inflation and to calculate what their "real" wages are. (Real wages are what you can actually purchase with you wage). It enables students to calculate the "cost" of their proposals to the employer and the value of employer proposals to union members. It also introduces students to understanding what their organizations ability to pay is. Whether you are negotiating a public or a private sector labor agreement this class enables you to get the most out of the negotiation. This class includes real world exercises and students should be prepared to bring contracts and problems to class. Instructor: L. Boyd, Ph.D.

    March 2, 4, 9, 11, 16 and18
   Course Fee: $60.00


WAGE & HOUR LAWS: 5 sessions. The basics of U.S. and Hawai'i wage and hour laws. The topics covered include: history and key concepts of Wage & Hour regulation; The FLSA, minimum, living and prevailing wage laws; the latest federal overtime regulations; restrictions on child labor; and enforcement of Family & Medical Leave laws. Instructor: W. Puette.

   April 5, 7, 12, 14, and 19
   Course Fee: $50.00


ECONOMICS OF PAY AND WORK: 4 sessions. This class provides an overview of the causes and consequences of the financial crisis and recession; (both nationally and locally), the states budget crisis; living standards; income distribution; as well as what can be done. This class is a guide to overall economic conditions and makes it possible to understand for students to the economic environment and broad policy decisions that effect it. Instructor: L. Boyd, Ph.D.

   April 6, 8, 13 and15
   Course Fee: $40.00


LEADERSHIP EFFECTIVENESS TRAINING: 6 sessions. Learn the essential skills for being an effective union leader or shop steward. Topics will include leadership roles and responsibilities, communication skills for talking to management and members in crisis, dealing with conflict and difficult people, improving union communications to strengthen your membership and responding to anti-union comments. Instructor: A. Valdez.

   May 10, 12, 17, 19, 24 and 26.
   Course Fee: $60.00
